They could then either keep it and be charged the discounted price for the book or return it to the library where it would be cataloged and placed into circulation. The material would not be processed when it arrives at the user's home (no bar-codes, etc). Since we'll know where the outstanding material is, we'll be able to bill those users for unreturned material.
